There are two key ingredients to website hosting. Band width and disc space. Band width is data transfer which is a technical way of saying views of your web pages. There are other aspects to this but the major one is page views. If you have no traffic then you will use little bandwidth. Many hosting providers will offer unlimited or huge quantities of bandwidth safe in the knowledge that most website owners will use very little. You are paying for something you don't want and don't need because that is the deal they are offering and it seem to be great.
Disc space is exactly what it says. The hosting server is just a large computer with a hard drive. The disc space allowance you are given with your hosting account allows you to store files on the server hard drive. Now unless you are storing huge quantities of data, programs and files you will once again use very little disc space. Most of the large hosting providers are now offering unlimited disc space and once again this is because they know that most clients will use very little.
